“Yes, CELs can be acquired voluntarily for which it is required to be registered as a Voluntary Entity within the System. A voluntary entity may also market these CELs. The Voluntary Entities, who in turn will be participants of the System must be registered within it to be able to market and cancel the CELs. To register they will have to:
Request registration to the System as Voluntary Entities.
Pay the fees for registered in the System.”
